For Olympia at least Wikipedia says 75% cloudy so Seattle must be similar.

This is just one of those "We're full up" posts to detract potential transplants from coming into their city. The reality is that Seattle has been bombarded with transplants year after year since the late 80's. The hate is misguided. Why aren't they blaming the multi-national corporations that are paying these families to relocate there from all parts of the United States and abroad? They are the ones being lazy in not wanting to train local talent. They are also the true reason for the declining standard of living and lower quality of life.
The only backlash I can remember on a public scale was the "No WTO" protests back in 1999.

But...you're not local either. I don't mean to offend at all but this onslaught is coming regionally, nationally and internationally, it's not just international.
