As stated before I purchased the car from a car dealer new 5 years prior. It wasn't a police auction or used.... jeez

It was performed at the King County sheriff department by a police officer. It didn't take long and I think I had a piece of paper from them but I don't remember it was 8 years ago. I think they just scanned the vin and made sure it wasn't in the system for car theft, I don't think it was a safety inspection.
