It depends on where in seattle you're talking about. If you're near the water humidity is higher. If you're inland its dry.

Remember there is relative humidity and absolute humidity. The dew points are a better indication of how 'muggy' it feels. Anytime it starts to approach 60, it feels sticky. Anything in the 70's, and it's downright sultry - like Houston or the Southeast. Seattle rarely reaches even the upper 50's. But yeah, anywhere with water compared to the desert southwest is going to feel somewhat humid.
