It was a lot less painful than I feared. I got the form notarized (for free) at BECU and then I went to the DOL on 4th Avenue. There were three people ahead of me. I was quickly helped, and I walked out with a new 2011 tab after paying the $4.25 replacement fee.

Now to find a razor blade. I believe that those plastic license plate covers are illegal in WA, or I would consider those.

Right, in Nevada the state runs both vehicle licensing and driver licensing out of the same offices using the same personnel. They are state run. The Las Vegas offices are especially a nightmare. It's an all day affair sometimes to get anything done there. I believe they are not run efficiently either ...so many lines to wait through. Again, part of the problem there is that they are performing both driver licensing and vehicle licensing functions.

On the other hand, in Washington, the state only runs the driver licensing and farms out the vehicle licensing to private vendors and the county auditor offices.

Even the office in downtown Seattle on fourth Avenue is not a state office but is farmed out to King County ...so it's actually a King County office with King County employees.

Each county auditor's office in the state has agreed to act as an agent of the state of Washington providing vehicle licensing services.

At least this way, it's not as hectic as the way they do it in Nevada, for instance.
