Lighting schemes? (Seattle: office, cities, skyline)

I was just looking at some photos of Seattle at night and was curious about the lack of lighting schemes on the skyscrapers. Why do you think this is? I do think the Seattle skyline is pretty at night, but I feel like it doesn't have as much of a nightly presence as many other cities. A lot of the skyscrapers just seem like floating office lights. I'm not complaining, just curious.

Also I'm not judging this just by photos. I visited last March and actually landed at Sea-Tac at night and was surprised at how hard of a time I was having finding the city from the air because of the lack of lighting. I was also surprised as we were driving through the city for a quick tour before heading to the U-District.
