I noticed that the Apple Ipod touch never goes on sale even when it is in the sale catalogue. Today I saw that walmart will have it as a doorbuster for $220 for the 8gig touch, same as their normal price, but with a $50 gift card. Does Apple forbid anyone from selling their products for less than their price?

Yes, Apple does fix the retail prices. There are just two reliable places to buy any Apple product at a price less than full retail........Amazon and Apple refub.
Apple refurbs are a really good deal since thay can be had for sometimes up to 50% off with full Apple warranty. (Tip: if you see something on the refurb site buy now cause it won't be there later)
I got my ipod Touch through Amazon for $275, discounted from the usual $299. add in the fact that I didn't have to pay sales tax and I got free 2 day shipping, I saved a good chunk of money (around $50-60 w/o even including shipping). otherwise, it's tough finding heavily discounted Apple products (outside of auction sites), but it typically hasn't stopped people from buying them considering their popularity, so if you want one, go for it and keep a look out for bundled deals like the Walmart one you mentioned (I've seen deals that included ipod sleeves, iTunes gift cards, and FM transmitter)
also keep an eye out for refurbished ipods sold through the Apple site. lots of great deals there and you still get the full warranty Apple offers on their brand new ipods
