Amazon has great customer service, I have always gotten a refund and follow up. Remember too you can always "stop payment" through your credit card. There are times I've had to do that also.
I'm in the US and i've ordered items that have taken 30+ days to arrive. I'd follow up with Amazon or the seller just to make sure though. The seller's storefront seems to have pretty good ratings though, maybe it got lost in transport (?)
I order from Amazon all the time. I recommend the follow ups....contact Amazon, see if there are any tracking numbers to verify and see "if" delivered to someone else by accident. How was it delivered? What method?
It's important to note who and where the seller is located if it is a third party seller and not sold and shipped direct from Amazon. Also, always be sure to check pricing/shipping against other sellers if there are multiple choices offered. You aren't always offers the cheapest, or most convenient for shipping times etc. as the main choice.
I've only had great experiences shopping with Amazon - but I pay attention to who third party sellers are - where they are shipping from and what they charge from shipping. I generally stick to Prime Shipping and sellers in the same country I live in.
Been waiting 2 months for an inexpensive item to be delivered, still not here even though its been listed as shipped for the last 3 weeks.
Ordered a similar item from another seller for a total of $14 after placing the order i noticed it was $87 after shipping charges. Is there a rip off going on with shipping charges?

Looks to me like you may have ordered from a 3rd party. Did the web pages that you ordered from actually contain the phrase "Ships from and sold by Amazon.com?"
If it wasn't sold or fulfilled by Amazon themselves then it just means that Amazon provided the Web shopfront but would not handle any of the goods. In other words they were just acting as a middle man to connect you to that 3rd party and their product. Ultimately the product is being shipped by that 3rd party. The shipping fee you paid would be to that 3rd party and not to Amazon, who isn't handling your product.
Amazon is pretty good about wanting to maintain their good reputation though so your customer service contact will probably result in pressure on that 3rd party to get their act together, if there's anything that they did wrong at all. Products shipping from overseas warehouses will naturally take some time to arrive.
I highly recommend getting Prime and always checking the box for prime eligible products. Then youre pretty much guaranteed to get them within 2 days, and you dont have to worry about third party resellers with long shipping times.
I love these bear claw back scratchers. I have many of them and I've given them to friends as gifts.
I always try to buy from US based vendors or from Amazon directly.
