When a seller refunded me in full, I didn't actually receive the full amount I paid, only 89%. Since both Ebay and Paypal had deducted fees from the seller after I paid, what went on in the refund?

I'm asking because I also sold something on Ebay which I had also issued full refund, and Paypal shows the amount being refunded was not the total amount paid by the buyer. So the buyer will not receive the full amount he paid? Shouldn't the fees be refunded as well?

Anyone familiar with this? Thanks.

That doesn't make sense to me, but it's been a long time since I sold on Ebay. Just call them up and ask them what's going on (PayPal and Ebay).

Thanks for the quick reply. I checked paypal account again, and it shows "paypal fee reversal", which probably means paypal fee will be refunded, too). But I wonder what happens to the Ebay fees, will they credit me in next month's statement?

My recollection is that all fees were refunded to me when I did a refund. But, I'm sorry, I don't remember how it worked.

What fees were you charged by eBay as a buyer?

As a buyer: None. Only sellers get charged fees.

In the case of a full refund, every penny is (is supposed to be) returned to the buyer. The seller gets a refund of the Paypal fees and the Ebay fees.
There can be partial refunds negotiated between buyer and seller where the buyer wants to keep the item but it has some defect. Buyers who want a full refund and keep the item may be scammers though. If selling an item and buyer wants a full refund, the buyer have to send the item back in the condition they received it.

Hmm, not in my cases, both as buyer and as seller. As buyer, seller issued full refund, but I got a little less than that. As seller, I issued full refund, but saw a fee deduction so I'm not sure how much the buyer actually got.
