NC used to be one of the cheapest but the general assembly has raised the taxes considerably over the past few years. It's still much better than NY for example but I'm sure you can do better in some of the other southern states now. If you live in NC, SC, VA, TN or WV I'd encourage you to check out the cherokee brand. They are just a good as the premiums but much cheaper. You can buy them online for about $22 a carton (assuming you age verifies). website is https://www.cherokee-tobacco.com/
It would appear that Mississippi and Missouri have the lowest cigarette tax rates. The above site indicates prices as of April 13, 2009, so it's only a few weeks old.

You are correct. I wasn't looking past the 50th ranking (we only have 50 states, so they must have tossed something else in there). My site says the same, actually.
It lists some places with NO taxes, but the base price is probably higher.
When I smoked, I had no health problems. Then again, it probably took 2 or 3 days to finish a pack. E-cigarettes? I don't have computer access at lunchtime. If I wasn't tossed out of the building, I'd probably work through my lunch, however, I play a videogame--either a handheld, or on my phone--to have something else to do. Standing around waiting for them to unlock the door again is BORING.
You don't need computer to smoke E-cigarettes. They look like normal cigarettes, but use nicotine ,water and heating element for evaporating this nicotine water.
