What that articles says: Dollar Tree, parent company of Family Dollar, is going to be selling alcoholic drinks (aka probably beer and wine) at some Family Dollar stores.
So, no, there will not be liquor stores at Dollar Tree.
So if they are not selling the liquor in a liquor dept in the store then where are they going to sell it, outside at a fountain.

Ok, A) Family Dollar and Dollar Tree are not the same thing. Yes, same parent company, but the stores are different. You said Dollar Tree; this is happening at Family Dollar.
B) Liquor and alcohol are not the same thing. "Alcohol" will be sold means likely beer, wine, probably some malt flavored stuff like those hard seltzers. No Jack Daniels will be available at the Family Dollar.
They could have a vending machine stocked with cans of beer, like they do in Germany. Drivers' licenses here have a QR code, so you could just stick the license in a slot to verify your age.

It may depend on the state. In California, most CVS-type stores are like all other food retailers in having a liquor aisle; I can't imagine any retailer opting out of that market. (That said, FD's quality level may stop at Early Times.) In states that allow alcohol sales only in separate, designated stores, no. In states that allow beer and/or wine sales in general retail, maybe.
You have to consider the convenience factor, also.
Maybe a person doesn't drive and has a Dollar Tree within walking distance.
Or has a car and after considering the gas it would take to drive to a Wal-Mart then anything gained price wise wouldn't be much of a savings at all.
