We have the Shark Apex DuoClean with Zero-M and we are happy with it, but based on the links you shared, it appears you want something more portable. We also have the iRobot Roomba 960 as well.
If you want something small and portable, but are okay with plugging it in, look at the Shark Apex Uplight. It's better than the Dyson V11 but isn't battery operated. I don't have experience with the Anker vacuums.
Also, the two that you are looking at are very different use cases. The Anker is no good for a full house cleaning.

No. Robot vacuums do not have the battery power, suction power, and capability of roaming an entire home. They can only clean floors... and typically of a single room.
If you want to clean both hard surface floors and carpet, you need a canister vac with a power head (the part with the beaters). We have a Nilfisk that does a fantastic job, but it's kind of a pain assembling and disassembling it. I believe the power head though labeled Nilfisk, is actually made by Eureka.
Uprights with tools don't really work well in the tool mode, except for short jobs. You can use it to quickly run a crevice tool along the cushions of the sofa, but you don't want to try to clean the entire kitchen floor that way.
The Dyson ball claims to work well on hard surfaces by turning off the beater bar, but the thing is so complex that I decided I didn't want to fool with it. Also lots of fragile-looking polycarbonate parts that seemed way too small and brittle.
The very best solution for hard surfaced floors is a broom and dust mop, which takes the vacuum cleaner out of the picture entirely, and allows you to pick the best solution for carpet, which is a standard upright vacuum with beater bar.
