My first thought Amazon. Their pickers are so over-paced they might have just sealed all the boxes they had on the assembly line and one of them was incomplete. That happens.
I'd assume it would get thrown off the line at the check weight, though, as the package should weigh X but it only weighs Y
A while back I received a package from Amazon. The contents were missing. I contacted Amazon and they sent another shipment, which I received.
Who probably stole the contents from the first shipment? Postal employee? Amazon employee? Other?
Amazon employee. I’ve noticed it too. Sometimes you will get a package that has clearly been opened and taped because some employee opened it to see if it was something worth taking and decided they did not want it. It’s a thing now. Report it every time you receive a package like that so those employees can go.
Not enough info. Was the envelope delivered to your door steps? Left to pickup at the post office/POBox/pickup location?
We have received packages at work direct from the driver’s hands and it was cut and taped like that. I’m not buying that it’s just an accident. The cuts are deliberate.

Just guessing, but it could be that someone is inspecting it at Amazon for a quality check before it hits the truck. I don't work at Amazon, but I have a lot of knowledge about distribution and customer fulfilment and I would venture a guess that this is what it is.

Stuff still gets by. It's not frequent but at work we still occasionally get factory sealed products that don't actually contain any product, just an empty and sealed package. (kinda difficult to reseal some of those plastic clamshell packages)

No, from the manufacturers themselves. To the warehouses and on to retailers, things slip through from time to time. I don't know how precise the weighing is that you're talking about but some of the product we receive weighs less than a tenth of an ounce, an extraneous bit of packaging could weigh more than that.
