Hopefully people know that "The City" is "The People" + "Land Mass" - What we do becomes a mixture of the two.

The area North of Sam's Town, need to be developed!!!! We have to think in terms of what can promote us, to conjoin with what already exist.

We need "the passions" like the people who "originally invested to build it in the first place".

Maybe people some should actually drive around the city and actually take a look at what is needed, maybe they won't be so negative when projects come up for consideration.

Mayor has done a good job getting streets resurfaced, and the massive work on the Water and Sewer is a tremendous undertaking, and that work will go on for the next decade. Thus so, we need to be thinking of how to build in conjunction with these elements.

Yes, we have mass poverty, which promotes under-education, but we won't change that by thinking in terms of austerity. The only thing that will change that paradigm is... Growth Development, and that has to be a broad mix of a many things. Not only would this development have helped the sector improve where the project was slated.
We need to think as well, how to "Reinvigorate things that currently exist".

It's insidious that we write off the Massive Fair Grounds, simply because people don't like the "ethnic make up of the community that surrounds it".

Its further more insidious that we are not pushing to the global community, the massive "General Motors Complex", we should have learned how to do that, based on the negative way we allowed the Massive Facility that was the once thriving Phone Manufacture facility. We did not aggressively market it to the Global Community, with the right Tax program and the right lease agreements.

We have a market with a labor level income range that makes us attractive. IF we want industry, we have to set standards and think and learn from the past. This includes... changing how people present themselves with regards to employment. A smart employee market, has smart and neatly attired people, who are well groomed. Therefore, the job sector must think in terms how to restore this, by implementing Uniforms and Work Attire Standards and Grooming. Yes, people have many hair styles and that's fine. as long as it is well groomed and cared for.
We have to remove the "sweat pants imagery", the "socks and slippers" and the "sagging clothes" imagery.
It matters more than we known in how "Industry Considers Areas".

We have to include in our job training programs, the knowledge to people, how damaging "employee theft is to all employees" no matter what the business, industry and job category is.

These things will help us... in the Overall Marketing Stragety as a City. Is it a big undertaking to address these things. YES.... but if we expect to build for the future... we have to start with the individual. Because "The City" is "the people" !!!!!!

First ... We have to designate "Shreveport" as a "ZERO TOLERANCE CITY"... that does not mean profiling people, or stop and frisk.. It means.. We need to have "ZERO Tolerance for Violence", ZERO Tolerance for Robbery and Theft", and ZERO Tolerance for Weapons Use in Violence".
This must come with "Mandatory Penalty".

Society, no matter where it exist, has demonstrated that without "deterrent and penalty" people will be and become to engage in violence, robberty, theft and weapons violence!!! That is "a fact" in every city on a global scale.

Therefore.. we must face the raw truth to fix situation and conditions to build a better society. 10 yrs... base minimum. We can incorporate what ever we want that helps the situations. Including "No Bail for 90 days", when people are apprehended for the "designated type of crimes". We can establish Minimum Bail for Gun Use Violence to be 1,000,000.00 as a minimum base. with a multiple of 5 or 10 for egregious acts of violence and mayhem.

We can install "cameras" in our communities, and if we want to fix our city, then we establish a $5.00 - $10.00 monthly fee on All Citizens for community and city wide "Safety and Security", and with this fee we can cover the cost of the Cameras and increased Policing of Communities.

We can mandate that "every business" install "Camera", based on a city established "quality standard"... and no more of the "grainy video, where the person is unidentifiable. ((We live in the age of technology, therefore, we need to become "state of the arts" in what we set as standards))

We can fix our problems if we want to "stand firm on what it takes for safety"... If we don't!!!! we only doom ourselves to be a pariah when it comes to being considered for "Economic Growth" and we cement ourselves as being a city that is a negatively viewed when it comes to attracting economic growth. This means... "Anti Gang" Laws, that have mandatory penalty !!!! Gangs are to be considered as "Domestic Terrorist" and treated with every respect of the forces that fight and stand against Terrorism, and the worst kind is Domestic Terrorism, it destroys the fabric of Civility in City and Community.

Now... we have a choice. to stand around and fight these needed changes, or embrace them and build a better city.

Freedom... has never been about "do anything one wants, any way they want, at any time they want"... FREEDOM IS ABOUT "RESPONSIBILITY"

IF we don't learn that and learn it the right way... we invite madness and we have no gut to control the madness.

Therefore, Freedom for Youth, is "Education" because it is a Responsibility. Therefore, we have ZERO Tolerance for Drop Out's !!! We have penalty, that extends to hold the parents accountable. If they get public assistance, that public assistance is also tied to their Child's Education Attendance, If that child does not attend, then the public assistance is reduced !!!!! We institute "Drug and Alcohol" Testing for "EVERYONE" who gets any type of public assistance. We cannot afford to pay for people who choose intoxication over responsibility" PERIOD!!!!!! If they don't want to test, then there is no need to Apply for Assistance. Again, Freedom is about Responsibility....

We are as a society, being of great Irresponsible if we don't implement these measures.

The world is not going to fix itself, and societies is not going to fix itself. We establish systems with the regulatory controls is what and how we fix what is the American City.
Those who don't like it, will pack up and go some other place. Eventually, when other cities see our success, they will change as well, and eventually there won't be any place to pack up and go, and people will have one choice, Become Responsible or suffer the consequences of what Irresponsibility brings.

People whine and cry about the issues and the challenges, but then turn around and fight against what it takes to fix it.

Overall.. a big issue with the City in General is " People Detest Ideas", (more so, if the people who can help make it happen did not come up with it!!! one can almost forget about ideas getting supporting efforts of promoting it.

We have people who are too busy being concerned about "getting credit for something".
Unfortunate as this is, it is a reality that has been and continues to be a major setback scenario in administrative dispositions.
We have many who seem not to understand "City Level Financing" and such ones do not know how to "be salespersons for progress". They hear a few naysayers and they are hooked on austerity posturing and the progress is doomed!!!
We have a element in the general public, that "will fight against anything". As some are simply "promoters of stagnation"!!!!

Too Man Americans in this day and age often have such a limited understanding of what it takes to grow, and many have been groomed with the "Let's cut something mentality"... yet, it is these same " let's cut something types" who complain about the downfall and deterioration of things. These types have no faith and definitely do not have the convictions for growth, that people had 65-80 yrs ago.

We get people who are so hung up on protecting their positions, until they think in terms of "status quo", so they don't have to take responsibility for promoting change. As long as they don't make a decision, they feel safe, following a format and programming, even when they know it is slow, outdated and cumbersome and does not move the processes and function progressively forward.

The sadder thing is we've trained this type of "stagnation programming into people", via the university model for the past 50-60 yrs. All they know is to chase "name association", and pander to anyone with name recognition, for personal acknowledgment, they are void of the broad scope of what it takes to move forward as a society. So, they become clogs in the system, "riding a degree for a pay check". Some are still riding "degree from the 1970's" and head function both public and private, and have no concept or motivation to improve, modify and progress their area of purview.

The general work group is not lazy, they simply are "constrained" !!!!!!! A Constrained Work-group, can be interpreted by the general public as being lazy, which is a false narrative. It is simply they are "constrained to a level, they become disenchanted due to the inability to be innovative and proactive to engage and function, because the protocol is made over burdening by those who are trying to protect a title, and ride a degree while being determined to maintain the status quo, and prevent any progress and change. That way such ones think its a "safe harbor" for them, while they are the creators of "stagnation, which leads to dilapidation, and that becomes costly, waste time, and sets us back, as time and things changes, and we result to be working as if we are "decades behind".

Some of these people probably in their young days may have been "let's get it done people", but as time passed and the repressive mentality of the "Title protectors and degree riders" smothered out that motivation, then when such ones moved into position where they could make decision, they had become so oriented, until they became a remake of "Title Protectors and degree riders" chasing a pay check. They became so hung up in that measurement obsession, they detest the thought of seeking anyone make an income that is even remotely close to what they make.

Then there is the public... filled with a mass of envious people, until they hate to see the rate of pay improved for anyone, be it public or private, and in being with such mentality, they force the whole of the city and its regional make up, to be stuck in stagnated wage scenarios.

It becomes like Crabs in a Barrel, ready to snatch back any others, to ensure all stay stuck in the barrel. Eventually the water in the barrel becomes toxic, and they all become sickened and wither away....

This is much of why and how "Shreveport" defeats itself.

It is hopeful that we can become to do better and realize that our future is involved... Good works is its own credit, and the matter should be about what can we contribute and who can we promote and support growth... Vanity should not be the hold back scenario that continues to devastate us as a city............ not in private or public sectors.
