There is no denying Rooney would improve 99% of teams on earth. Juventus, Milan, Inter, Dortmund (giving that Lewandowski is off this month to Bayern) Chelsea etc. He would improve all them teams.
Every French team including PSG, Every German team (even Bayern are said to be interested) and every Spanish team, excluding Barca and MAYBE Madrid, would take him. How many players can say that?
But Rooney's price tag can only be paid by about 10 clubs worldwide. And given how poorly he has played for England, I wouldn't take a chance on him. I'd take Cavani or Falcao even at twice the price.

Yet Senor Falcao has all but signed with AS Monaco who have a new filthy rich owner. On one hand you think: greedy bugger going to the highest bidder; on the other hand it is refreshing for a star not go to the big 10 or so, and it takes more courage to play for a lesser club. So I applaud Falcao's decision.
