Really your going to use the same FIFA ranking system that had Brazil as number 22 before they destroyed mexico and Italy both of which are ranked well above Brazil. use a system that takes everything into account like ESPN's SPI.
Venezuela 28
Paraguay 34
Norway 39
Bolivia 40.

The SPI is **** too. Here are their rankings:

1. Argentina
2. Spain
3. Brazil
4. Columbia
5. Germany
6. Portugal
7. Chile
8. Netherlands
9. Ecuador
10. England
11. Bosnia
12. Ivory Coast
13. Italy
14. Uruguay
15. France

Argentina above Spain, though I think Argentina have a strong chance to win next summer is a little silly to me. Brazil and (especially) Columbia above Germany is a joke. Portugal and Chile above the Netherlands is a joke. England, Bosnia, Ivory Coast above Italy a joke. Uruguay, Bosnia above France a joke.

Yes the FIFA rankings are also ridiculous, but clearly so are these.

SPI...

16.Peru <<<<<<< WTF
17.Mexico
18.Russia
19.Nigeria
20.Switzerland
21.Sweden
22.USA
23.Croatia
24.Belgium
25.Czech Republic
26.Ukraine
27.Ghana
28.Venezuela
29.Costa Rica
30.Greece

Belgium, Croatia and Russia should be in the top 15 for sure!
Peru, Venezuela and Costa Rica shouldn't be in the top 30.

Does it matter? They are all subpar.

actually those seem pretty accurate. Colombia world cup campaign has been nearly flawless any while you could say the same about Germany. Germany has been playing against weaker opponents and because SPI take into account how much you beat someone by. Germany's victories over Kazakhstan 4-1 at home and the Faroe Islands 3-0 doesn't help there rankings in fact it hurts them. Also, Germany's under performance in euro 2012 has hurt there rankings. Portugal and Chile above the dutch also makes sense. The dutch didn't get a single point in last years euro cup and were beaten by Portugal. Also, Portugal cruised into the semis only to lose on penalties against then #1 ranked Spain which get's counted as a draw. Chile's high ranking is due to there victories over Paraguay and Bolivia prior to them they were ranked #11. now Holland has been perfect in qualifying but no one in there group is in the top 30 so it doesn't really impress. now as to why Italy is ranked so low. they lost to England,France, and drew with Holland,Brazil, Haiti,Czech Republic in friendlies and qualifiers. overall not good.

Belgium and Croatia are this years over hyped teams. Peru have you seen them play? they deserve to be there, as do Venezuela and costa rica.

Peru in the last 12 months (not including friendlies)...

0-1 vs Colombia
4-2 @ Uruguay
2-1 vs Venezuela
1-1 vs Argentina
1-1 @ Bolivia
1-0 @ Paraguay
1-0 vs Chile
1-0 vs Ecuador

2-0 @ Colombia

Not impressed.

Currently you need a minimum of 8 stadiums, youd need to increase that to 10 , which in reality means increasing the number used from 12 to 14, just to stop the pitches wearing out from so many matches in too short a time, let alone scheduling, and then tv airtime, unless you extend the length of the tournament, but then the early matches lose interest

There are not many countries that could feasibly build and then mantain afterwards 14 ,40,000 + stadiums, one of while must be at least 80,000 and another at least 60,000, just look at the troubles that portugal had after the euros, and they have reduced the capacities
