I was behind an SUV the other day where a person rolled down their window and through an empty potato chip bag out the window. The person was actually fairly young and had New Jersey plates. I hadn't seen anything like that since the 80's. Maybe it's a thing up there.
Road maintenance costs money, and no one wants to pay for it. And people are lazy. It is what it is.
I honestly wonder how much of it is a culture that tolerates litter more than other states, or a lower budget for road cleanup and beautification. I suspect it's largely the latter. Like, is our culture really more slovenly than Florida or North Carolina?
Nothing new. This article from 1999 when South Carolina's new football coach brought attention to it. 21 years of failed campaigns and nothing has changed.

Haven't noticed it at crazy levels in Florida, didn't see much in Georgia either just now. But yes, this part of the country is likely more passive to things like that, though I maintain it is also the state being cheap. Especially in a year like this where costs have been cut, litter pick up is probably not high priority.
Sad to say but some people just don't care.
I've seen people literally throw bags and cups at a trash in outside a restaurant and pretend half of it didn't land in the sidewalk.
I work at Riverbanks and we have well over 200 trash/Recycle bins throughout our park, buildings, and parking lots. But everyday after closing our parking lot looks like a small landfill. If a trashcan isn't within 5 feet of some people's location the garbage they are holding will end up on the ground.
Most people who complain about trash along the road would never go pick it up themselves while also calling people lazy.
Now sir that's not fair. Maybe you dont see the huge bags full of trash scattered all over both sides of the road. Who knows whats in that trash. Are you willing to risk yourself to devote free time to pick up trash yourself?
