I'd actually avoid living in certain parts of ND because of the oil boom.

ND is leaving SD in the dust economically. Both used to be the "little sisters of the poor". Now SD has that title all to itself.
If South Dakota wants money they could start by building more hotels in the western part of the state. I wanted to spend the night in Rapid City last night and ended up doing so in Gilette, Wyoming because there were no rooms, and there were other travelers in the same boat. Tonight I head east, and again the hotel is sold out. That's rooms and meals going unsold because of lack of hotel space.

Definitely agree with this. Once you get past Mitchell on I-90, hotels are few and far between. In most other rural states, there are plenty of small motels along the highway.
