HB 1137 May Lengthen School Year in Some Districts | Dakota Free Press

It used to be that schools in the state could legally include passing time (a few minutes to get from one class to another), in the required school term each year.

But recently, HB 1137 was signed into law, meaning that schools are no longer allowed to report passing time in the 962.5 hours each year required for middle and high schools, and therefore the school term would probably become longer. The article doesn't say why, or when it started to become an issue.

Passing time isn't even meant to be a break, and it's not there for the purpose of socialization, that's what recess and lunch is for, so it's not necessary to exclude passing time from instruction, it's just getting from Class A to Class B. If Class A and Class B are both instruction, why shouldn't the time between those two classes (which is typically only 3-8 minutes) count if students aren't going anywhere else but to their classes?
