I'd look between Spearfish and Belle Fourche for land prices and maybe distant view of mountains. Probably closer to Spearfish but the tradeoff will be between price / view and more land / quiter.

If you are in the mountains, you might have a view if you really pay for it, but maybe not. But in the mountains has scenic appeal even without a grand macro view. Trees. Meadow maybe. Way more snow though if you go up high.

For further out, cheaper and quiter, you could look between Belle Fourche and Hullett WY, or around Sundance or Newcastle WY.

Everyone has a different perspective of what is good or bad, however I would do some careful research on the winter weather before I bought any real estate north or west of the Black Hills.

Its been about three weeks since I spent a week between S. Dakota and Wyoming and I loved it. I spent a couple days in Rapid City seeing the Badlands National Park and Mt. Rushmore and guarentee I didn't see it all. I then drove across Wyoming through part of Yellowstone and spent the day at Grand Teton National Park. I can say I absolutely loved it. It gave me a lot think about because I had my heart set on Wyoming, but I really enjoyed Rapid City. The biggest issue I had with Wyoming was there is absolutely nothing out there, lol. It is beautiful, but I realized how much I take for granted having a Target or Walmart nearby. I keep coming back to Rapid City or surrounding area for a possible place to retire. I really enjoyed the Black Hills area. Does anyone have any advice? I will definately be coming back before I make a decision.

Your post indicates that you enjoyed the major parks, but did not find much else. Are you planning on living in a Park?? What did you think of available health care? Housing supply, prices, quality, etc? Does the available transportation meet your needs? Retirement is a life style, not a vacation.
