You are correct. You can pan gold in any stream in the Black Hills as long as it's not private property. But you can only pan for yourself. You can not dig. But yes, panning is still legal.
It's under Pactola Lake. It was once a town, but flooding in Rapid City encouraged a reservoir to be built. Pactola City had a "bowl" shape and the Rapid Creek flowed right through it.
I know some people who have dived down to see the town before. Apparently there is an old church and a Packard car at the bottom. I personally hate that lake. I fell through the ice when I was 10 years and never swam there since! Plus a lot of people go missing in that lake... spooky!
