Musk has never been the best at setting realistic timelines. I do think it will be a reality someday, but not by the 2030's and not in the numbers he's talking about. Once someone is able to make serious profits by enterprises to Mars, moon, or asteroids, that will change everything. That may be what Musk is counting on.

What we need are less people on planet earth. If we can send a bunch to outer space exploration without the hope of coming back, then mission accomplished three-fold: less people here, exploration occurring, knowledge growing by the day.
