For me it would be discovering previously ignored or unseen transitory phenomena. Better observations and improved techniques often turn up something new. Take lightning sprites, for example, which were first photographed by accident in 1986. If we go searching for hypothetical alien UFOs, we may spot something else entirely.

I pity the poor so-and-so who has been appointed the head of this new section because at first it will probably be a very political position being pulled this way and that to satisfy all the various groups wanting a finger in the pie.

There have been plenty of opportunities for NASA to get involved in the past if it wanted to and now it has been forced to take on the role. Still, I suppose it is an area where it can ask for more money and can control the dialogue which gets 'offered' to the public.

It remains to be seen what kind of public involvement it will choose to have. What kind of public will they recruit and how open to new ideas will they be. I suspect it will be a token effort to show willing but the control and direction will remain firmly in the governments hands just like it does with off-world issues.
