A lot of the "little" tournaments are only best of 3.

Around 2007 or 2008. But that was only the Final...the other matches were the best of three. But it depends on the tournament as well. Toronto and Cincinnati, for example, have always been the best of three sets.

On the pro tour, in the 70s or 80s. Majors are best of 5 but everything else is 3.

Just some FYI for everyone:

Tier 1 (called Grand Slams): Aus Open, French Open, Wimbledon, US Open (ALL 5 set matches)

Tier 2 (called Masters 1000): Cincinnati, Indian Wells, Madrid, Miami, Monte-Carlo, Montreal (Toronto every other year), Paris, Rome, Shanghai (ALL 3 sets now, INCLUDING the finals)
