There has been much talk of this in the past. Djokovic has made the case for Indian Wells to be upgraded to slam status, and Larry Ellison (who owns the complex there) is in favour of upping the prize money. March would also seem like the ideal time to have an extra slam, as there's a big gap between Melbourne & Roland Garros. But the ATP & WTA have blocked this on the grounds that they want all the ATP1000's and WTA mandatories to have equal status.
China would be the most logical place to add a 5th slam, but the game is still relatively young there, and with no obvious successor to Li Na to keep the fans interested, there may need to be a lot more organic growth in the sport there before anyone considers a 5th slam for China.

Do we really need two Grand Slams in one country, while there is none in a continents with Billions of potential fans? A March event in Southern China such as Shenzhen or other big city would be ideal, since March might be still too cold in Shanghai.

This makes sense for him as adding more Grand Slam events helps him catch up with the number of Grand Slams as Nadal/Federer. However, I would bet that Nadal, and especially Federer strongly oppose to add any more Grand Slams to the calendar.
China would seem to be the most logical choice if they were to have a fifth grandslam if not China then Dubai or Singapore.
At least Dubai and Singapore they speak English and is tourist friendly to Westerners.
