He is clearly going to be far more concerned with what the effect of his conduct would be to his reputation and endorsement prospects in the U.S. than he is about breaking any Brazilian laws. It would clearly be easy -as it has been - to stir up American chest-thumping and finger-pointing, and, thus, keep the spotlight on Evil Brazil and away from anyone looking into what he might have done.
If by chance the whole thing was a lie cooked up to cover some stupid minor misconduct of their own, it will now make him look worse than just saying, "Oh, we had a bit too much to drink and blah blah blah....so sorry, never meant any harm. I love Brazil, I love America...I LUV everybody..kiss, kiss."

Depending on their demeanor, they might have been shot dead in the U.S.
It amazes me that Lochte can lie on camera in such a natural way. He even fabricated the details (gun pointed at head etc.)
