I've been on a couple of gravel roads that I don't believe were privately owned. Perhaps I am wrong, though.

Greene County made a big production out of paving their last gravel road by selling off their road graders. This must have been about 10 years ago. It was about six months later that they discovered there were still gravel shoulders to maintain, and some county owed properties that had gravel areas. At the time they contracted for grading services. I don't know if they ever admitted their foolishness and bought back another grader or two.

I belive there are a few subdivisions that own their own streets that are still gravel.

Some - maybe most - of the area counties are trying to pave their roads due to the (possibly mistaken) belief that asphalt, or at least chip-and-seal, is cheaper to maintain.
