Out of those, the only one I know much about is New Orleans, and I cannot see little similarity whatsoever.
It is a suddenly smaller city (but pre-Katrina, larger) in a larger metro on twice the land (and 40x the water) with an economy driven by oil, tourism, and major research universities (over 1/6th of the city is currently enrolled in higher education). The population is currently rapidly growing. Meanwhile, there is only a single Fortune 500 company in the city, as opposed to St Louis' 8 Fortune 500 cities.
The government structure is radically different in many ways. It's an active port city and the largest in its region (unlike st louis). Climate, environment, regional topography, all are radically different.
The downtown is walkable with a high concentration of entertainment and restaurants and readily available public transit that is being rapidly built up post-Katrina.
There just is not that much the same between the two cities.

the closest cities to st. louis culturally, economically, historically and demographically are:

pittsburgh
cleveland
baltimore
cincinnati

they are all in roughly the same size category and have very similar social, political and economic dynamics.

I agree with Slengel. NOLA does have a similar feel in parts because it is an old French river city just like St. Louis. I have also found parts of DC that remind me of St. Louis too.

The French influence certainly ties St. Louis and NOLA together, as of course does our common river, but I don't think it would top my list.

Slengel's list is just about right for me. Baltimore, Cleveland and Pittsburgh are the three I would consider the closest to St. Louis when everything is considered: history, industry, topography, architecture.

One thing that always interests me is how little St. Louis and Kansas City remind me of one another. Given their short distance from one another and their fairly comparable size, you would think they'd have more in common, but I simply don't see it. Those four criteria I mentioned above? In regards to them, the two cities could hardly be more different.

I don't see many similarities at all between NOLA and STL. Have spent much time in both. Both are outstanding cities, but definitely not similar or alike.

I've spent lots of time in NOLA, the only similarities I ever noticed was all the churches.
