Take a look at gas buddy.com. The price charts by city show St Louis prices the most volatile and unstable in the country. Compared to prices in other cities, St Louis' looks almost schizophrenic. Who is controlling prices in St Louis? Why do the price charts look like a saw blade on crack? This cannot be a natural occurrence as it occurs in no other city.

They are also among the lowest in the nation on average.

QT controls the gas prices in STL, what they do drives the market. It happens in other markets but not to the extent that we see here. This article explains it well:

Yes, this. I could be wrong, but I think it has partially to do with relatively low gas taxes relative to other states AND a refinery over in Wood River Illinois.

I believe we have among the lowest state gas taxes in the country:
