I've always used the figure 19 inches (technically 19.6) based on the following:

Snowfall - Average Total In Inches

But this article says it is 13.3 inches? I guess the difference is the latter doesn't count November and March?

St. Louis officials: Prepare for coming storm

"With 22.6 inches of snow since Dec. 1, St. Louis already has had the 17th-snowiest winter on record, with nearly twice the average seasonal snowfall total of 13.3 inches. (The weather service's winter season is December through February.)"

It usually snows once in Nov and maybe a couple times in March, but that doesn't really account for the difference. I'd say 19 inches sounds more like average snowfall in StL. Regardless, this has definitely been a very snowy winter for the St Louis area.

I'd say that snow in March is rare and more than flurries in November is fairly rare. I would even venture to say that a lot of snow in December is not common. January and Feb. are the real snow months here in STL.
