It all depends on where you live in Saint Louis. I was born, raised, and still live in the Lou and I've NEVER seen a mugging, murder, drugs, etc. And this is all coming from someone who spends a lot of time in both the city and the suburbs. Saint Louis is a great place to live and has made a rebound from what it used to be. The only place you SHOULDN'T go? East Saint Louis. Just don't.
