Which city or cities issued the tickets?
Because there are cities who issue the tickets as moving violations with points. (They have a live cop observing alongside the camera.)
Edit: Also, if the ticket was in a school zone, then it could be a ticket issued under a different state ordinance that specifically allows camera enforcement in school zone (but I think those are only for speed cameras).

Mine, I'm pretty sure, was St. Louis City...the ticket specifically said that I wouldn't receive any points.

There are some that do this in the St. Louis area? That might be correct, but all of the ones I'm familiar with do not do this. All of the court cases deal with ordinances that do not assess points and don't have a live cop there.

LOLOL. Stl needs extra $$ to fill all those potholes.

I remember memorizing all the big potholes on Forest Park Pkwy and changing lanes accordingly. Oh even crazy, I remember the city left an entire front fender from an accident on the I170 median for 2 months and didn't bother cleaning it up.

St Louis is ghetto. They need money. You're paying for it. Sorry.

I-170 isn't even in city limits...

They got me a few times. I just paid up. Not even worth my time trying to contest this stuff, although I did think about it. Pretty soon the drones are coming. They'll be high above our highways raining down tickets. Should be fun.

I find solace in the fact that some time in the near future we won't be driving our own cars any more, and there will be no one to ticket.

In all due respect to all drivers, there are two sides to this story. You are approaching a red light and want to turn right. To your right, there just might be a pedestrian starting to cross in front of you on his green light. Pedestrian gets hit because (1) he does have the right of way and (2) assumes you will stop and look to your right before you turn but (3) you were looking to your left to be sure no cars were approaching from the other side of the intersection. I have seen it happen. Could we please think of both sides of this law and why it exists? I know it is hard to keep your eyes both left and right but it has to be done. A full stop lets you do that more easily.

As for the camera law, if it is illegal, then replace it with "no right turns on red". Which would you prefer?
