I've lived in both and love both, but now that I have children, I'd never go back to the Tower Grove/Shaw neighborhood. People might try to sugar coat the crime, but it has gotten very bad. Regardless, the park and architecture are amazing, as well as the cultural diversity. We lived in walking distance to Tower Grove Park and the South Grand shopping district with tons of dining options (same area that had to be boarded due to protesters...Google Shaw Shooting...post-Ferguson).
Before our 1st child was born, we moved. We live in Rock Hill now in the Webster Groves school district. We got SO much more home for our money than in Webster Groves itself and we're now centrally located to everything! Tilles Park is super close and great for families. We were able to buy a 2 story brick home, 4 beds, 2.5 baths, tons of character, in the low 200s. The schools are sought after and even unmarried friends have bought here because there's always a buyer in a top school district! Good investments.
That's my soapbox...I'll step down. We're listing our home for sale and relocating to Texas soon, but we'll always love both areas you're inquiring about for sentimental reasons.

You should really consider Clayton if you can afford the area!

It has a more cosmopolitan feel and a more diverse populace.

Clayton kids have the best education and I believe are more balanced due to not being isolated in a bubble such as Kirkwood.

You will spend a ton of money on decent schools if your family lands in the city.

While Tower Grove is adequately safe I would also recommend looking into homes in The Central West End if you are looking at living in the City and sending your children to Private School. The Central West End property values will also rise as there are increasing developments around Barnes Hospital and Washington Univ. Medical School.

The Central West End is also home to the best Private School in the City; New City School. St Louis Private School - Preschool, K to 6 | New City School

There is a Whole Foods being constructed on Euclid right now!

I definitely believe in "The Whole Foods Effect".

Every area that receives a Whole Foods will go up in value!

Just some food for thought from someone who has lived in St Louis as well as New York City.

Central West End kids get to enjoy all of the amenities of Forest Park!

That's too bad.

Curious what you mean by this. How are Kirkwood kids isolated in a bubble?
