I'm surprised, I thought the money folks would bulldoze this through, but I guess not. STL Public Radio highlighted deeper opposition than I was aware existed.

I think the BT proposal is trying to do too many things (probably to sneak in more tax cuts for the rich). There are many problems for STL to solve, but the regional problem is the lack of a unified regional government, being split between city and county. Readmitting the city to the county would fix that. Many of the other issues, like too many police departments and postage-stamp municipalities, are important but separate problems that can be addressed through the new county government. They are also more contentious issues, and lumping them in with the merger over-complicates what should be an easy win for the region.

There has always been opposition from both County and City. And the divisions have held the area back.

There are so many stakeholders in the present system. They want to hold on to their positions. Countians have always considered City government corrupt. But Countians have seen corruption too. And I think there is a lot of racism in the County.

Building mutual trust would be a good top priority and might solve a few problems. There's really no good reason for the way it is now but there are too many real or imagined issues that need to be addressed. You probably won't see a full-blown merger all at once. Try baby steps.

Pretty much the only successes we've had have been with small steps, like the ZMD and MSD.
