In decline in what sense? Do you mean that the level of depopulation is on the decline, since the city is actually growing for the first time in 5 decades?

He or she is likely talking about the decline in fortune 500 headquarters in St. Louis, and the like. He/she is likely talking about wealthy influential people.

Me, I can take or leave the Rams - but at the end of the day, do NOT want any more tax money (public funds) going to this facility or team. Ridiculous that a relatively 'new' [ie: ~13 years old] stadium is already not sufficient.
