Mayor Slay's response
MayorSlay.com - From the Mayor's Desk

Here's the article Slay refers to:
Rehabber puts 4 years into duplex, loses it to city - STLtoday.com (http://www.stltoday.com/stltoday/news/stories.nsf/stlouiscitycounty/story/D9C34B00D32242E2862576CC001382D5?OpenDocument - broken link)

I feel for the guy, but you have to be on top of things and pay your fees and get your permits. Let the city know if you have changed addresses as well. I do hope he gets the property back, but he should have kept up with this stuff.

However, I can see his frustration. It seems like the city has a lot more properties falling apart, and they never do anything about it (of course, we don't see all the things the city does). It seems like Paul McKee was allowed to neglect so many properties (including Clemens Mansion) and the city said nothing. Granted, McKee has plans to rehab Clemens Mansion now, but he's owned the property for a while, with no public sign that he was going to rehab it. He did start work on it once, without a permit apparently. Then it sat again for months, until recently plans were unveiled to rehab it. It looks that way anyway.

I think the best thing would be for the city to allow the guy to pay his fees, then the guy gets his property back. Seems like the best thing for all involved. I think the rehabber had good intentions, but he didn't keep up with all the stuff you have to do when rehabbing.

I am totally behind the city on this one. FOUR YEARS!? It is not good for a neighborhood or block to allow a person to leave a property vacant that long. Not only does it look bad, but it invites vagrants and can be a safety issue. I saw the picture, it looks awful. I assume the neighbors got sick of it and started to complain, and this is why this guy in particular was "picked" on. As a city resident, its not appropriate for for someone to buy a property, not be able to afford to fix it up and sit on it years, while other rehabbers could have finished it and had it on the market.
(This just happened on my street, sore subject for me, city is being very helpful)

I agree. We have too many of these "rehabs" in our neighborhood. It wasn't an innocent mistake to not change your moving address. He's just another absentee owners who thinks they can flip a property without realizing how much work goes into it. It's probably a sub-par job.
