Yup, City Museum. The Science Center is nice, but it is pretty standard, you can find similar things in plenty of other places. The City Museum is totally unique and tons of fun!

I am one of the rare few who is not a fan of the City Museum. It is fine when your kids are older, but for the younger set, I think you as a parent have to decide whether you are comfortable with either letting them climbing all around where you can't see them or navigating the structure with them. Given only those two options, I would have chosen the Science Center for my children, even though it does pale compared to some science museums throughout the country. My personal favorite at those ages was the Magic House.

You aren't the only one. I think it was St. Louis Business Journal that had an article this summer about the bad reviews that City Museum (occasionally) gets. It was pretty funny to read and the reviews ranged from "You are going to get robbed if you go there .. " to "I thought it was actually a museum..." or "It's dangerous ..." and the most popular comment was of course "It was overrun with noisy kids.."

I love the place personally, but yeah the (kid focused) Science Center and The Magic House are also good options.
