^But what good is an experience or perception of a neighborhood that 20, 30, 50 years dated?
That is the problem we're dealing with here.

The baby boomers moved out of a declining area (no doubt adding to the decline) and then decades later the neighborhood rebounds, yet we are sitting her still hearing that neighborhood XYZ is sooo dangerous, because that's how it was 30yrs ago.

I think you hit right on the head one pattern I noticed. Is that many people think it is still 1980 in how things are.
