Is Syracuse a good place to raise a family? And what about all that crazy snow? Could a sunbelt man like myself handle the winters up there?

Your last question is very subjective. If you hate snow, then I doubt you'd like living it in Upstate NY. But if you like snow, buy a snow blower or hire someone to plow your driveway, then snow can actually brighten up the winter. The angle of the sun is low in winter, but when there's snow on the ground, it’s much brighter outside. Sunlite snow is beautiful IMO.

Is Syracuse a good place to raise a family? You bet the suburbs of Syracuse are great place to raise a family. The City itself has a bad school district and some crime areas. So the suburbs are a better place IMO.
