I think the city gets underrated based strictly on negative aspects and many people in the area may not realize what type of neighborhoods may actually be in the city. Some may view the city based upon winter weather as well.

As for another neighborhood suggestion, Eastwood is another that is walkable and has great potential to be even better.

Perhaps the article should also state that those that have low assessments should pay less. Ironically, if they got up the hill on East Fayette from Mr. Jones' house, it likely has a higher assessment due to being further away from the public housing, yet the demographics are essentially the same in terms of residents, as the block group his house is located in includes the public housing. Croly is essentially a dividing line between the public housing and single family homes of a predominantly black, working class/lower middle class part of the Salt Springs neighborhood. As you go up the hill, it becomes more middle class, but as mentioned, the demographics are the same.
