I can vouch for the Baldwinsville library. My wife takes my son to story time once a week, and they have other events from time to time. There's a range of different story times they have for different age groups.

Another thing to think about is that an advantage or possibility with places like Oneida, Canastota, Homer, Cortland and perhaps Hamilton is that those places allow for you to have the option of working in another area. For the Madison County communities, some may work in the Utica-Rome area and for those in Cortland County, they may work in Ithaca or even Binghamton as well. Some in Cayuga County may work in communities to the west. So, that may be something to consider.
If he was looking to work in Syracuse I would have stayed out but he's looking for a back up.
With all that nano stuff coming to Utica who knows he might be saying Sean was right in a year…
I actually thought about that and even some of the other companies and Rome Labs in that area too. Ithaca also has seen some tech companies sprout up. So, places that are still close to Syracuse, but are in between another area could be something for the OP to consider.

I noticed that there are a few banks, financial and insurance companies there as well.
That's about right. Oneida has the smallest DT for a city it's size I have ever seen. Stotas is bigger. Equally empty but bigger. I heard there were a lot of "fires" back in the 80's.
The ghetto is actually on both sides of the link. After five that area is just empty. North of that area it gets real bad. If you know what your looking at you can see it in that view. Head shops and tattoo palors basically.

Where is the ghetto? I'm genuinely curious to see what's "really bad". I love looking at ghettos online to get a frame of reference. I tried zooming north but it just looks like a typical Upstate town.
Edit: I keep zooming in on as much as I can see, Oneida actually doesn't look that bad.
With this said, it may be down to places like Skaneateles, Fayetteville, Baldwinsville or one of the other cities in the other adjacent counties.
