A couple of places that come to mind in terms of good potential in relation to the topic is Downtown Pulaski in northern Oswego County and perhaps the Milton Ave. Business District in eastern Solvay into the West End of Syracuse.

In terms of Pulaski, it attracts quite a few fisherman and its proximity to Sandy Pond/Sandy Island Beach State Park, etc. could make it appealing for potential developers. Companies such as the Fulton Companies, Healthway and Felix Schoeller North America are in or are very close to the village in between Watertown and Syracuse. It has a Downtown with good bones, but could use more investment. https://goo.gl/maps/G3kigfbmxth6uxuf8

As for Milton Ave in eastern Solvay into the West End, it kind of serves as its Downtown, though on the west side of the village there is another business district/concentration. There are buildings that could be turned into apartments with new businesses below. I believe that Solvay Bank has its HQ’s in that area and places like Eva’s European Sweets and Singers are popular businesses in that area. Across the street are companies such as Berry Plastics and Nixon Gear in the immediate area. There are also a few bars, some other small businesses and a bowling alley. It is a pretty gritty urban area, but is still relatively stable or could increasing become more so than it currently is.
