It depends what block of East Colvin. It's a rather long road that goes into the suburb of DeWitt. The portions in Syracuse closer to the DeWitt line have a nice suburban feel and are home to many Syracuse University faculty and young professionals. The blocks that are closer to West Colvin Street are more transitional. There has been some recent development in the area including the construction of upscale townhomes for SU students and the multi-million dollar Carmello Anthony Basketball Practice Center at Manley Fieldhouse. Overall its a pretty stable area.

Not completely true. Again, why do people generalize the whole city of Syracuse like that? Actually, the area the OP is asking about fine and I work in the area.
I wasn't generalizing about the whole city, I was agreeing with you on the part of East of 81 as you get closer to Dewitt. West of 81 is not safe, and that is the truth. I wouldn't live there and I wouldn't recommend anyone living there.

Actually, all of the rough neighborhoods West of I-81 are inner city, while the outer city neighborhoods are fine. I wouldn't say that Strathmore, Far Westside/Tipp. Hill area, Elmwood(south of Glenwood), South Valley(South of Seneca Turnpike) and even the Westside neighborhood(Park Ave./Automobile Row area) are "bad". Colvin St., West of I-81 to about South Ave. is rougher, but even that changes the further West you go.

I think it had more to do with the rough part of Colvin primarily being West Colvin, not East Colvin - it's only East Colvin from S. Salina east, and it's only really rough at all for the first couple blocks up to 81. ;-)
