Ok. I think I understand now. You're saying that if I have 3G, I would be able to connect to the internet even if wi-fi was not available. So, I would need a contract with 3G service.
All depends on where you want to use you iPad. For example, must work places and schools use WIFI, so a G3 iPad will work from WIFI if it's available, or from the G3 service you pay for every month. However, if the G3 coverage is good, you can use your iPad anywhere in town, or at a park, etc. Not so with WIFI since this type of communication is limited to a certain building, home, business.
In my case I don't need a G3 iPad because I have WIFI at home, and at work. A lot of stores use WIFI, too. For example, Barns & Noble, local libraries, some coffee shops and restaurants, and so for. G# and soon G4 is provided by an ISP or the major cell-phone service companies.
Or if you have a current data package on a phone you could just tether your wifi model to your phone. It would save you a couple hundred bucks and you would have the internet anywhere your phone gets it.
Unless you just want to look cool and hip with the latest gadget, you don't, many laptops do more for less.
