What is your tablet's Operating System? Apple / Android / Windows???
I know that my Android tablet does not have this capability. It uses a different "vocabulary" of user-interface methods.
IE: offhand I can think of: (short) press, long-press, press-and-move, swipe (fast-move), that are all similar but not the same as mouse control movements on my Windows PC.
Thanks. It's an Android. Dragging Android widgets is simple, that I can do ---but I notice a lot of times there's absolutely no way to drag - for example, the mobile web UI of the section on GooglePlus where you can move (via click & drag) a person (or several people) from one GooglePlus Circle to another.
I guess some things require a desktop UI. (like the above example) So c'est la vie. I guess I gotta learn to live with that fact.

No you can't move a large number at once but it's pretty fast and simple on the phone.
Menu > Friends > Click the circle under your friends name > select new circle.
2 clicks. That's pretty fast.
