Overall I want to go to a college in Florida preferably by beaches and clubs and is city like with lots to do for 21 and up students. I dont have a car and is hoping for not to expensive school with this agenda being 20,000 in tuition the most. Mostly a college with a decent rep and less of a commuter school with a good campus life

Not much to meet all your criteria except for Univ of Miami. Neither FSU nor UF is on the beach. UCF is also inland. USF is probably the closest of the larger schools to the beach, but it has more of a commuter school rep (as does FIU).

You'll certainly find plenty of bars in Tallahassee.

FSU is a great school. I went there for Undergrad and Grad. Great campus life. TONS of bars!

It will not be hard if you go to UF or FSU to hit the beaches on the weekend. It is pretty normal, and those are going to be your best public options.

If you want beaches & clubs & non commuterish, your only real option is probably Miami.

UNF & UWF are both by the beach. They have decent reputations but they are commuter schools.
You're going to have to compromise unless you want to pay UM money.

Daytona Beach has several schools as well. They are smaller, but the price may be right and the beach is right there.

There are no beaches near Tallahassee. There are a few bars. I went to the University of Tennessee. There is no comparison. Don't go to school here unless you have to.
