Seeking advice about where to live in Tampa for a family of 4... (Clearwater: apartment)

We're looking to relocate to the Tampa area and I'm trying to learn as much about it as I can. My husband would be working in the Humana in the East Lake Park area. His new job may have a flexible schedule and he could be staying as late as 11pm. Can I have some honest opinions about this? It doesn't look like the best area... ??

We're also looking for an apartment, we have 2 little girls, and are looking for a safe, family friendly area to live in. We're hoping to keep our rent around $900 for a 2 bedroom. We've been looking at the outskirts of Tampa, particularly at the Carlton Arms in/around Lutz. It's about 30 minutes away from Humana, but I've been seeing that Tampa has bad traffic. If he gets the late schedule, that won't be a big concern, but if he gets a 8-4 (thereabouts) schedule, then how bad would the traffic be from Lutz to Humana? How long would it take?

Are there any other areas to consider that are affordable, yet safe? What about the area that Carlton Arms North is in?

We were considering St. Pete, Clearwater, Palm Harbor areas too, but I'm worried about traffic/commute time. We'd like to be relatively close to the water, within 1/2 hour if possible.
