I'm just wondering which neighborhoods in the Tampa Bay area could be considered the most community-minded. "Community-minded" defined as supportive of local businesses and events, as well as a sense of the concept of friendly and community-involved neighbors.

Can't vote your poll because I haven't lived in any of those places to know but I would presume that each has those who are & are not involved. Just to comment here that as we all experience similar events differently, probably a lot of perceived community involvement has to do with your own level of participation, regardless of which is your community. It is an interesting process to join, because even within an area of town, resources are often allocated to squeekiest subset of wheels.

In south Florida, before work & caring for my mother got the best of me, I was involved with the redevelopment of my area as a board member for many years and, with the help of so many others, we realized enough success to eventually garner national recognition and a write up on a front page of the NY Times.

But even then, I'm pretty sure I had some uninvolved neighbors certain that no one was looking out for them.

Anyway, just some quick googling shows plenty of committee meetings to get involved with in all of your areas of interest...
