So if I move to FL in January 2011, I cannot attend any college until January 2012, if I do I will never be considered a resident and will always be paying out of state tuition, does that sound right?

It used to be that you could take a small amount of classes at out of state rate for a year, then when 12 months residency were up, you could pay in state FL college rates.

correct. If you enroll in school as an outofstate student you will never get instate without going through so many appeal process (I had to do such and I was independent). Its a law Florida put in place last year.

Depending on the school. My child was excepted in one school as In State while another school stated she wasn't...weird but true.

HCC seems to have different reclassification rules than USF.

HCC follows the same rules as USF. It is a Florida law not a school policy that was enacted in July 2009. It took me over 3 appeals to actually get instate at HCC and I am an independent, I don't even wanna know what its like as a dependent to try and get it.

Do they just not want anyone to move to Florida or something? It looks to me like even if you wait the required 12 months its still hard to have residency established. I can get a FL drivers license and switch my car over to FL tags immediately, and then fill out that domicile form, but other than that I have none of that other stuff. I will be in an apt, so no permanent residence, I have no family there, and I am self employed so there goes showing them that I work at a company in Florida. Thanks for the info guys. Cheerbaby it sounds like you went through a lot trying to get your residency established and I dont know if I want to take that risk. I may have to finish school in the state I live in.

How could you equate them wanting to only give state resident tuition rates to actual state residents to the state not wanting anyone to move here?

It was people trying to get around the system in the first place that made them put tougher restrictions in place.

Why should my children, who have lived here their entire lives, be paying the same tuition as someone that moved to the state a few months before for the sole purpose of getting resident tuition rates. It is the residents who have lived here who have paid taxes to enable the state university system to offer lower tuition to residents.
