I remember just a few years ago banks had rates as high as 4%.

Me too. I even miss when they were around 2.5% which was probably over 18 months ago. With their current rates now, they are barely over 1%

We really like our Sun Trust in the New Tampa area. Maybe not all Sun Trusts are the same, but we have never had any problems. There is hardly ever a line that you are waiting a millions years for and I never had any problems with bank fees. We also had an account with a Bank of America. We had nothing but problems. We got some scam email supposedly from them. When we complained, they did nothing about it. Whenever you go in to do some banking, you wait in a very very long line. To see an associate, you write your name down and wait and wait. It was total craziness. They weren't very friendly in there either. The tellers were all business, no smile. Our Sun Trust always greets you with a smile and a friendly gesture.

Both of the branches that I go to are like that ---but maybe they're not lenient on people who overdraws their accounts.

What I meant by "playing games" is that an attractive teaser rate is offered and then the bank changes the terms by lowering the rate not long after or raising the cash minimum required to get the good rate or so on and so on.

Check out credit unions. Use to be you had to belong to a certain company in order to join, but now a days most have a way for anyone to join. Their CD rates are always higher than banks and their fees are usually lower than most banks.

They don't have a lot of branches though.

I'd read the fine print on any investment that I entered - don't think most banks try to trick you. Just have to ask a few of the right questions.
