Shepard's on Clearwater Beach is a pretty good moderately priced choice. Very few restaurants are open on Christmas Day outside of the higher-end hotel dining rooms that are pretty much required to as a service to their guests, and they tend to be quite expensive $50pp buffets which don't start until Noon or 1pm. Shepard's however is open for Breakfast.
